Vasil Georgiev Velev (born on April 1, 1959) is the Executive Director of Stara Planina Hold Plc and Chairman of the Governing Board of the Bulgarian Industrial Capital Association (BICA).

In 1977 he graduated with honors from the 133rd High School in Sofia. He has won a number of awards in Olympiad in mathematics, physics, chemistry and biology. Mr. Velev graduated from the Reserve Officers' Training School at the Bulgarian Air Force Academy in the town of Dolna Mitropolia, specializing in “Aircraft and Engine Technical Maintenance” and, ahead of schedule, was promoted to the rank of an officer in 1978. In 1984 he graduated with honors from the Faculty of Automation at the Technical University in Sofia winning a gold medal as the leader of his class.

In 2008 Vasil Velev obtained a master’s degree from the University of Economics in Varna, specializing in Corporate Development and Management.

He has taken part in private business since its inception in recent Bulgarian history and initially has been involved in activities mainly in the field of financial assets management, trade, real estate, mechanical engineering. Mr. Velev is the Founder of Interfininvest AD, Managing Partner of BIC Hold etc.

Mr. Velev is a co-founder and since 1999 - the executive director of Stara Planina Hold Plc. In the recent years, the company has been invariably included in the representative indices on the Bulgarian Stock Exchange as well as in the index of companies with the best corporate governance. Over the years Stara Planina Hold Plc has been included in a number of Dow Jones indices for Central and Eastern Europe as well. This is the only publicly traded holding company in our country that has paid dividends every year since its establishment in the last century until today. Four of its subsidiaries are also listed on the stock exchange. The holding company and its subsidiaries are often among the first in the investors” ranking "TOP 10 shares of the forum". Mr. Vasil Velev is the winner of a number of business awards such as the Burov Prize, the Icarus Business Award and others.

He is the executive director of M + S Hydraulic Plc, HES Plc and M+S-97 AD, Managing Partner of BIC Hold Ltd., Garant 5 Ltd., Velev Invest Ltd., member of the Board of Directors of Elhim Iskra Plc.

Vasil Velev is an initiator of the establishment and first president of a numbers of non-governmental organizations. He established the first foundation in our country after the beginning of the democratic changes – Evrika Foundation which preserved the property and traditions of TNTM, and the Aid for Charity in Bulgaria (BCause) Foundation that has contributed to the introduction of the world experience and standards in charity in our country, etc. For a certain period of time, he has been lecturing, leading a Management of Non-Profit Organizations course at the University of National and World Economy.

Vasil Velev is one of the founders of the Bulgarian Industrial Capital Association (BICA). During the presidency of Mr. Velev, BICA was recognized as a representative organization of employers at the national level. He has been elected as a member of the Council of the International Congress of Industrialists and Entrepreneurs, member of the National Corporate Governance Commission, member of the Board of trustees of the University of Economics - Varna, member of the Management Board of the Silver Fund, member of the National Strategic Reference Framework Monitoring Committee (Partnership Agreement), member of the National Economic Council. He has taken the position of the Deputy Chairman of the Economic and Social Council and Deputy Chairman of the National Council for Tripartite Cooperation, etc. In 2021 he was the chairman of the Association of Bulgarian Employers' Organizations under the rotation principle. He was elected as a member of the Management Board of the State Fund for Guaranteeing Sustainability of the State Pension System for 2024.

He is the Chairman of the Board of Trustees of the Technical University – Sofia and Deputy Chairman of the Board of the Evrika Foundation.

Mr. Velev has won a number of awards such as the Druzhba medal, the prize "For contribution to the development of civil society in Bulgaria", the award "Follower of the People's Awakeners" etc.
